Problem:
When
trying to dial up to the internet, the message that keeps coming over the
modem is that standard operator recording of:
We're sorry. Your call could not be completed as
dialed. Please check the number and dial again.
Solution: There is a bug in Windows
95 and Windows 98 that will sometimes make the computer try to dial long
distance. When trying to dial long distance to a local call, which is what
is happening here, the above recording will sound. After consulting with
Microsoft on this issue, we cannot seem to find a cause to this problem.
We have noticed that for former LightSpeed Internet (now Internet USA)
customers set up in 1998 that have switched over to Kearney.Net, this problem
will show up almost 100% of the time, so our guess is that there may be
something awry in the Windows Registry, which is something that we DO
NOT suggest tampering with. So, the solution that we have come to is
to turn off the "Dial Country Code and Area Code" option in Dial-Up
Networking. This is a simple process:

Double click on the "My Computer" icon on the Windows 95 or 98 desktop.

In the window that pops up, double click on the "Dial-Up Networking"
folder.

In the next window that shows up, there should be some options inside.
You may see one of the following: "ISDN", "Kearney.Net",
or "Connection to 865-6636". Click once on this connection
(If you have all three, perform this procedure on all of them).

Now, go to the "File" menu, and click "Properties".

You should see something similar to the picture shown in Figure 1 below.
Uncheck
the box labeled "Use area code and Country Code" or "Use are
code and dialing properties", as is circled in red below.

Click "OK".

Do these steps, and you're done.
